Galaxy SWhere do you have your Contacts stored, SIM, Device, or Samsung or Google account?
If you have them stored to the SIM or Device, I don't think that they can be synced?
I always store my Contacts to my Google account, which are always synced & available on any device using the same Google account.

Galaxy SHi Stedmister, please open phone Settings > Applications > Outlook > Make sure Contacts is enabled. Then open the Outlook app and go to Settings > tap on your account > tap Sync Contacts.
