I had similar problem now. My second whatsapp (Dual Whatsapp) cannot receive and send whatsoever media (picture and voice clip). Google the problem and found Samsung promise to fix it ASAP. Any whatsapp version above 2.21.10.16 (or later) will have the same issue.
