Try this - Turn OFF WiFi & Use Cellular Data to initiate the process - Once you see the OTA update has started - you can use WiFi to complete the update (or continue with Cellular Data) 🐧

Try this - Settings - Apps - Three Dot Menu Top Right - Show System Apps - Search for "software update" - Go to Storage & Clear Cache & Data for Software Update - Reboot & see if it works for you 🐧
