Galaxy SAside from the virtual certainty that this link is referring to the Exynos variant & not your Snapdragon variant, and there is no Beta available in Canada.
So if you want it, you'd have to Flash the US Betas, which isn't as simple as getting the OTA once it's available here.
From what I've seen, the S10 series is TENTATIVELY scheduled to receive the One UI V4.0 update in the 22 of January 2022.
You might just want to wait.
