The beta program has now gone live, at least in Sth Korea, but others should be open soon.

As for participation, only the following countries are part of the program:

South Korea, India, Germany, Poland, China, the UK, and the US.

There's good and bad with beta software.
If it's your only phone, you likely wouldn't want to use it, since banking apps and Samsung Pay, as examples, won't work during the beta program.
