Sorry to hear this issue from you. Please try the above steps by RedDogRabbit to perform Clear Cache and Clear Data.
After performing, please Restart your device and then go directly to Settings > Security > Google Play System Update to try the update again.
If still that doesn't work, you can perform Reset Network Settings: Go to Settings > General Management > Reset > Reset Network Settings. This can help resolve issues related to Wi-Fi or mobile network configuration, though you’ll need to reconnect to Wi-Fi afterward.
