Just adding some detail here

Open Phone app → 3 dots on top right → Settings → Supplementary Services → show your caller ID

Choose Network default or always.

How does that affect showing the caller ID of an inbound call?

You are talking about inbound caller ID? If it is, ignore above suggestion as it is for outbound call. If incoming calls shows unknown, could be someone hide their numbers from their phones, like what I show in above suggestion, or they pay Carriers to hide their numbers.

Hi masterrob,

Is it happening for selected incoming calls or All the incoming calls?

Hi masterrob,

It is in the settings for phone app.

3 dots on top right → Settings → Other call settings → show caller information

You can toggle it off/on. Maybe a recent update changed the setting if it worked before, or sometimes another app can change settings if it has permissions.
