Myself and other active and helpful people on here may notice that there is often a post questioning how to get that darn Mobile Data toggle in the quick access bar, and the answer is usually the same. Here's a link that will help you do so.

Requirements:
You will need...
- A computer
- A wired connection between your phone and PC
- ADB and ADB drivers (on your PC)
- Developer Options and USB Debugging enabled
This website has a tutorial on how to enable the Mobile Data Toggle in the quick access bar. Just note that the toggle will disappear upon every update, so you will need to redo this after an update.
As far as I know, this works on every Samsung phone that doesn't pre-include the toggle (Galaxy/Note 6, 7, 😎
From personal experience, it shouldn't trigger Knox/void warranty. Still be very careful when doing this, and follow the instructions carefully, or else you might "brick" your phone. Again, DO THIS AT YOUR OWN RISK!
Hopefully someone at Samsung will see this and add it as a feature in the next update, but for now this will have to do.

Much needed, this needs to be pinned to the top!
An addition to this is if you're running An s8/+ with Bixby, you can create a quick command for Bixby to turn your data on and off. This way you don't have to go through the work of what's listed above.

This is something carriers should add. But like @Jonathan34 said, you can use bixby commands.

Great article from xda. It's quite unfortunate that we have to go through this just to get a hotspot button.. Why it was removed in the first place is mind boggling.
