It appears my phone thinks I live in the US when I'm trying to download some apps but I live in Canada. How do I correct this even though everything on my phone is set to where I am. Can someone please help me out?

Can you post a screen shot of: Software Information?

Settings > About Phone & Software Information.

Where are you trying to download from, the Play Store or Galaxy Store & are you using a VPN?

Location is set to?

Hi, Welcome to the Samsung Members Community Canada. To change the country of your Samsung Account, first, delete your Samsung Account, then set up a new Samsung Account. You will also need to remove the old Samsung Account from your device, then set up the new Samsung Account on your device.

I changed it though customer service of Samsung. I lived in Greece and now I moved to Canada. I contacted with Samsung and the changed it for me

Do you know if you contacted Samsung Canada or Samsung US? 

It seems that it would be strange for Samsung Canada to set up a US account. 

In Settings > About Phone > Software Information & immediately after the model number, what is the letter?

Or just post a screen shot of what you have on your device.
