clear the cache for the play store by going to settings> apps> play store. you should no longer get lag when starting it

1. Clear cache of Play Store
2. Soft-reboot your device

No lag here on my S8 or S9

As Wonchul mentioned open settings -> Apps -> Play Store and clear your cache and data.

Then you can also try to restart your phone and try it again :)
