Galaxy SAlso if someone else got a hold of the phone the only way to turn off the device would require pin. I am guessing, which the won't have the pin so i don't think the device is off

We are sorry to hear about your mom's lost phone.
Unfortunately, if the phone is powered off or the SIM card has been removed, active tracking won't work until it's turned on and connected to the internet again.
Regularly check the tracking services, as someone might power it on or return it to a connected network.
