mobile data is on. And im using the normal Samsung messages.

so i turned the download booster off and now i can send mms messages again.

I had the same problem when I got my phone. No matter how many times I tried, all of my multimedia messages were failed until I send one over data and then it started to work properly afterwards.
Not sure if it resolves the problem or not, but you can disable WiFi and send a multimedia message over cellular data. When it's delivered, enable WiFi and continue messaging.
