I'm pretty sure if you dive deep enough you can turn off notifications. 

Does anyone know how to go deeper than this?

Hi SammySung,

The greyed-out "Allow notifications" toggle for Digital Wellbeing is expected behavior in certain cases. Since Digital Wellbeing is a system app that manages device usage insights and controls, its notification permissions can sometimes be restricted by active features like Focus Mode, Bedtime Mode, or Parental Controls.

Turn off Focus or Bedtime Mode: Go to Settings > Modes and Routines or Settings > Digital Wellbeing & Parental Controls. Check if Focus Mode or Bedtime Mode is active and turn it off.

Check for work profiles or parental controls: If your device has a work profile or Family Link account, notification control might be limited.

I have no modes or parental controls.

There is a way to go deeper into settings to turn off notifications though

Hold the app icon, and you should see a pop-up, click on i on the top right corner, and then disable it as an option.
