I would say whenever Samsung decides to release it and not one second sooner. There may be many reasons why Samsung delays releases. Probably for the benefit of all concerned. Perhaps on the day of a planned release, more vulnerabilities are discovered. I sure would like these to be plugged before updating my phone.
