I dont follow like a hawk, but I dont ever think I've seen them do a global rollout in one day. They'll likely start with US and South Korea followed by EU, Canada etc.

I would this 25 users will have it within a week of Sept 18th.

It's not a simple update it's an operation system update and Samsung doesn't have the capacity to send it out to every single Samsung user out there at the same time that would overload their system.
