samsung s24 keeps on optimizing, every time I lift my phone I get a notice: optimization needed
(auto optimization is enabled but if I turn it off it says 'optimize now')
it started about a week ago after a factory reset, now it's getting to be a nuisance.

Galaxy SI have Auto Optimization off on my S25 Ultra. I have never seen any messages requesting anything for Optimization.
You mentioned that this started after you Factory Reset your device?
Are there any apps that you still need to sign in to, or complete the setup for?
Those are the only two things that come to mind off hand.
