Normally "call barring", refers to preventing someone from making outgoing calls to certain numbers, or in some cases, any outgoing calls.
It could also be referring to "call blocking", which is intended to block incoming calls from the predetermined numbers, or other matching criteria, ie: Block Unknown numbers, or numbers not in Contacts.
