You know that your first screen shot is for the S23 & S23FE? 

Doesn't matter what Carrier you are with, OTAs come from Samsung's Servers, not the Canadian Carriers.

No, that's the problem with living in Canada. You can't join beta bcz everything works through carriers and they don't provide open beta for Canadians. But in the US you can get beta.

It's Samsung Canada who does not want Canadians to have access to the Betas.. because they:

• a) Don't need the data. 
• b) Samsung Canada's support isn't equipped to deal with it. 

All the Canadian Carriers do, is provide Samsung Canada with their requirements for Network support, and some other minor requests.
