What's happening is that Samsung's Game Optimizing Service (GOS) app, which optimizes game performance (to improve battery life and reduce heat) on Android phones, might be 'optimizing' things that aren't games. Users have complained that tons of apps and services, such as Netflix, Samsung Pay, and even the phone dialer have been running poorly whenever GOS is active.
GOS imposes performance limits even when not required, such as when a device's temperature is within a reasonable range. Interestingly, the list of apps that are controlled by GOS does not include benchmarking platforms like Geekbench and 3DMark.

Because they got caught.
Disabling GOS won't fix trust issue with their "loyal" customers. Inflating performance benchmarking by not telling the truth what's going on with their "flagship phones" is problematic, like what else did they do?

The GOS service was used by Samsung to manage device temperature when playing games.
People who do not understand how GOS works blew this completely out of proportion. This only applied to games, and it did not artificially boost benchmark apps.
