Samsung Galaxy S21 5G (G991U) not updating since August 1 2022

I recently bought this phone and the phone won't perform a software update. This phone is the Galaxy S21 5G (G991U) and for some reason it says it's already at the latest version while being at One UI 4.1 and Android 12 with August 1 2022 security update. 

Does anyone know what to do to make it update to Android 13?
