Galaxy SThat is likely the problem. Samsung Wallet can only be used on a device that was registered in the country of residence.
You can travel with it, but Wallet needs to be installed in the country where the device was registered and sold. So if you are using a US device or International variant, it won't work for you.
You should be able to use Google Wallet though.

Yes, RedDogRabbit is correct! Samsung Wallet is country specific and will only work for the country where it was first registered.
Unfortunately, you cannot register Samsung wallet in a country other than where the phone was purchased.
