What does it mean when I check for a Google play store update asks it says one available..I download it but it still remains on the same security patch.. as if nothing changed

The Play Store & Security Patch version are completely different. 

The Play Store deals with Apps only. 

Security Patch OTAs come from Samsung's Servers.

Even after updating the Google Play Store, the security patch level on your device may remain unchanged.
