Hey Google play store will not download applications and says pending.  They will not download over wifi or mobile data. I Google play store cache and data has been been cleared and I've restarted my phone thank you

are you signed in the play store with your Google account?

Are you using VPN? May need to make an exception for Play Store to not use VPN when it's enabled.

Make sure you're not on better saving mode. Also, check if you've auto download enabled on either of the connectivity. I usually set it to WiFi. Turn off the mobile data, and try again. It could also be due to setting a limit on data.
