Closed Caption Issue

Did anyone got this issue?I want my caption to seem like pic 1 but its doesnt show outline in the youtube!(Pic 2)I only got this issue in android 9.0.

try to search for the plug in for the app maybe you miss out some plug in that why you can't add the caption

your captain is disable you have to enable that G.
