Do Not Disturb exceptions do not work

When using do not disturb as normal with all contacts and apps blocked, it works perfectly. But as soon as I add people and apps with the "allow all except selected" option, all notifications are allowed anyway. I have tested this with various contacts and apps, and every time I use the "allow all except selected", do not disturb does not mute the selected apps and contacts. Does anyone know when or how this can be fixed?
