Hi, if you have saved some contacts to your sim card instead of the phone storage then you wouldn't be able to save a contact photo to them as they only hold very basic info due to sim card storage size.
Import your contact from sim to an account you signed in your samsung account or Google account, then again open the details of contact and you would be able to see the round camera button. Tap on that button and select the picture for that contact from gallery.
