2. Choose "Language & Input."
3. Select your keyboard.
4. Look for "Customization" or "Keyboard Layout."
5. Merge the star key with the main key if available.
6. Consider using a third-party keyboard app for more customization options if needed.

OthersI can confirm that this does not work. There's no such option in the app. What we need is to make it so that we can save the keyboard layout without needing to include all starred letters.
My keyboard in fact includes the starred letters, but they're put in the secondary keys because I make my keyboard based on the Arabic keyboard, but for the Jawi script (Malay language) which do not use all Arabic letters frequently, and has its own more common letters.
It's pointless to say that we can create a keyboard that caters to ourselves if we cannot create a keyboard for our own language.
