Maintenance Mode, is I suppose a bit like the Secure Folder, in that it blocks access to apps other than preinstalled apps, so any apps you installed from the Play Store, Galaxy Store or apks are inaccessible in Maintenance Mode, as well your personal data, information, accounts, messages and pictures cannot be accessed by Samsung's Tech Support.
I'm not sure what you were expecting Maintenance Mode to be like?

OthersIf you're talking about the Service Centre saying that, then they (service center) should know better, at least if it is a Samsung Authorized service centre. If you go to a small repair shop, they may have issues with Maintenance Mode?
If it's a hardware issue, they shouldn't need anything other than the Power On password, or you could always remove it, ie: Swipe (no security).
But they'll likely still need the password required after a Factory Reset etc, otherwise it'd be kinda like wanting Google Maps to give you directions, but you deny Location Permissions.
At least that's what I think you are asking.
