Had that issue on a pass device already, it's a carrier issue, not sure if it's fixable

It's very likely a carrier version of the phone. You won't get updates outside of the intended carrier unfortunately. You could manually flash the update or flash the firmware of the unlocked models on it to get the OTA updates going forward.
