Why does the voice recorder require  location,  phone?

Files and mic is fine.

I think its not good, since it is personal app , location and phone should be allowed to be disabled while running the app, this one does not allow you to run the app if you don't enable location, and phone that is a breach of privacy

For location, im clueless. But for phone, maybe for recording voice conversation. Just my theory.

Yah, even playstore has this permissions, that you can't turn off, the activity sensors, by the time your phone is on idle state, any app with that permission on will are allowed to monitor your phone status

Thats why sometimes playstore update on background without you noticing it
