I appreciate the replies and I have figured it out. I was using package disabler (non root) to disable the one ui launcher. In the past, the recent Apps function was not built into the launcher. When I enabled the launcher, the recent Apps starting working. It must be embedded into the one ui launcher. I am still using a custom launcher (Nova) without any issues now
Please try clearing the system cache and rebooting your device.
