I have finally discovered that the secure folder it's self is set as the device admin and is locked. All my permissions that should be available are all locked by admin. It is my own phone. Not a work phone nor any other profiles. I am uncertain on how to get the administrator lock off and remove secure folder as the admin. Any ideas?

Go to Settings > Search for "Admin" and Select Device Admin.

You should just be able to Toggle it OFF. 

I have Secure Folder active on my device, but it doesn't have Device Admin enabled.

Its greyed out I can't remove it. I keep getting pop up's that say my phone is managed by an admin, and the admin is the secure folder it's bizzare. I may have found an article that describes the issues.

This is very strange. I don't even have the option to make the Secure Folder a Device Admin, even if I wanted to.

Did you purchase your device new? 

It certainly appears that the device was at some point owned by a company.

This is really the only reason, why I can think that you are unable to remove the Secure Folder as a Device Admin.

No, right out of the box. The whole experience with this phone is a nightmare. I found a YouTube video with the same issue so I am going to try it. Another bizzare thing is that it appears that I have two phones and when I log into accounts like google or Samsung Account there is one phone showing with the name I gave it and then another which is the make of my phone S20 plus 5g. Sometimes I am logged in with one and sometimes the other.

In diagnostics it can't properly test because it doesn't know which phone I am using. I may factory reset and start over. New email account as I can then be sure nothing from my back up is causing it

Yup definitely sounds like. Corporate MDM policy installed preventing our community member to do local user admin things.
