why does S23 needs sim card to use set up wizard?

I got s23 Ultra today, and I tried set up. 

but, I need sim card to use set up wizard.

I can't move next step.

It happens with a brand new device, that has never had a SIM card installed and registered on a network. 

Selling a used phone to someone else is not the same thing.

I know. I answered his question as to what if he puts in another provider Sim card afterwards.

What do you do if you're going to use an eSIM?

What you can do is press the volume down key until the setup wizard lets you bypass the SIM card requirement.

Then don't bother inputting ANY other details. Just skip everything until you get to the home screen.

Then set up your eSIM. As soon as you do, it will ask you to restart. Go ahead and do that. It will factory reset while retaining your eSIM.
