There was an issue with the edge lighting in Beta 1. in the second beta they fixed it. you have to turn on edge lighting to always. regardless of screen is on or off.
I know what you are referring to because I reported it! But that is not what I am referring to in this case. While the the popup notification is visible I want to see the edge lighting effects, in action, simultaneously.
My edge lighting hasn't worked since the latest beta, but I think @MrAffo is referring to the typical pop up that seems to be replaced by the Edgelighting smaller popup which i think is supposed to act the same as a notification pop up but doesnt last as long to react to. However it is a touch and drag down to open the app triggering Edgelighting.
