Aparently its only available in some countries. you can install Finelock as an alternative, tho the rest of the apps inside are installed via apk, if you're comfortable with that you can use it.

Samsung’s Good Lock is an app that not only lets you customize the on-screen look of your Galaxy smartphone but also alters the way you use your lock screen and notifications. Meanwhile, downloading apps is not encouraged, as this will cause compatibility issues and may cause harm to your Samsung Galaxy device.
As of the moment, Good Lock is only available in the US, South Korea, and selected European countries. Should the application be available here in the Philippines, it will be available for download via the Galaxy Store.

There's a lot of workarounds for this that you can try. There's FineLock as mentioned in the comments here but I'd like to add NiceLock as an option. Note though that module installation for both is via apk per module. If you're uncomfortable with that, there are some modules available in the Galaxy Store for you to try out.
