samsung dex let you use your phone as mini pc when connected to external display such as monitor and tv. You may search youtube for more details. Unfortunately, it can't be downloaded. it is only available to flagships (s series), folds and tablet.
It should be included as default on S series tablets. I have to check on the Tab S10 u. I don't usually use it. It gives you a "desktop" type of interface to use your Android apps. So if you're used to Android apps in your daily grind its a welcome and productivity boost. I do not, however, and have a Windows tablet.
Update: the New Dex is accessible in the quick app toggle on the Tab S10 ultra by default. Its not available on the Galaxy Store or Google Play. Interestingly it is available for Windows 10. https://www.samsung.com/global/download/SamsungDeXWin/
