Thus device was released in 2020 so why is it prioritized for Android 13 over more recent devices?

Tablet updates are separate to phone updates.

The Tab S8 series already started rolling out a week ago, and now the Tab S7 series has started.

I'm in Australia & I have a S22 Ultra it has the Android 13 update. I also have an S8 ultra tablet & it has no sim card in it . I have last month's update but no Android 13 yet & it's the 21st of December. I Googled it an it said it doesn't matter if you have a sim card or not . Just have to wait

Not sure why you haven't recieved, as other members with that model have started getting it almost 2 weeks ago.
