The second Android 10 beta for Note 10/+ has been released in South Korea and India. From the changelog, it seems to have corrected the blurry wallpaper Home screen issue, amongst others.
PS: No, I do not have it yet so I can not say what exactly has been fixed. This is a screenshot from other articles about it.
