Active 2 not updating

Hello, I have a new galaxy active 2 which is trying to install the updated software recently released.  Unfortunately, each time I run the update, my watch gets to 98%, reboots, and gives me the message that it could not update and I should try again later. The steps I have tried are rebooting the watch just prior to the update, I reset the watch to factory settings and tried the update, and I also removed and re-installed the Gear app from my phone and then tried the update. 

Any help would be appreciated.

I believe this update is version R830XXU1CTH8/R8300XA1CTH8 if that helps.
