Anyone having issues with the alerting you with messages or calls 
1 out of 30 times it will actually vibrate or ring 
And pour on the screen the other 29 times it does not I do get the call or text just doesn't pop up or alert me at all 
Have tried so many things and the watch is brand new

I have noticed my phone's screwing up like you mentioned after I had my phone reset and the phone tried to do a restore from two different places (Samsung restore and Google restore)

No so I'm still having problems cuz I only realized it after the third reset and I was too upset that just reset again

Hi, We would like to inform you that You can manage your notification settings for the Galaxy Watch4 in the Galaxy Wearable app.
Open the Galaxy Wearable app, tap Watch settings, and then tap Notifications.
From here, you can choose to show phone notifications on your watch and mute notifications on your phone if desired.
Next, swipe to and tap Advanced notification settings.
Manage notification settings on the Galaxy Watch4 series

The following options are available:
Notification indicator: Show an indicator on the watch when you have unread notifications.
Read notifications aloud: When headphones are connected to your watch, notifications will be read aloud. This will not work if headphones are connected to your phone.
Turn on screen: Turn on the watch screen when you receive notifications.
Turn on for new apps: Turn on notifications for newly installed apps.

I have the screen turn on and it doesn't turn the screen on either

I have tried all of that 1 out of 30 times my watch will actually vibrate

Hi Davelora, if you haven't tried to clear the Cache on the wearables app, please follow the steps given below :

Settings >> Apps >> wearable app >> Storage >> Clear cache (bottom right button).

After clearing cache restart your device and check if it resolves the issue.
