These are the same 7 countries as in previous years, that DO participate in the Betas: China, India, Germany, Poland, South Korea, the United Kingdom, and the United States.
If the Betas do (seems unlikely now), you would see a "banner" invitation on Samsung Members, where you would HAVE to Register for the Beta. There's also a limit to the number of people who can register for the Beta program. So if you see the invitation, register quickly.
