As I expected, anyone who received the May Security Patch OTA for the S23 series, should send the update back to Samsung 😂

RogersMoin doesn't have it as an available Update 🪃

Either that, or he's in denial, or possibly a former Samsung CSR...

Maybe I'm missing something but qhy would a carrier be responsible for releasing software updates for a watch??

Carriers are not responsible for releasing any software updates. They are all released by Samsung.

Carriers just post a list stating their best guess as to when the updates will be released
