I think that you're talking about dynamic wallpapers. Try doing a long press in the lock screen, click on wallpapers, then "dynamic wallpapers". Is it this?

Easiest way to get there is through settings then lock screen and tap the lock screen icon. You can download whatever is available and they are pretty sweet.
