Is it possible that one day Samsung brings 64-bit OS update to my Galaxy A13? I can't install my favourite apps and games because when I checked the OS in my Galaxy A13 is 32-bit and I don't know why. I thought all new phones are using 64-bit Operating System. I want to continue creating contents with my favourite apps and games.

Good question.
Here's my honest opinion.
Though android operating system can support both 32 and 64 bits structure, it's hugely depends on the processor architecture, and it's normal for lower end processor to run on 32 bit instead of 64. Cheaper and uses less space.
Anyway, if not mistaken, for android 13, there's minimum RAM requirement and this might force phone manufacturer to upgrade to 64 bit structure for all models.
