My honest answer.
Older operating system is installed in the phone is because it's cheaper or maybe free for the manufacturer. Every single cost must be taken into consideration in order for the phone to be sold at low price.

seems to have been cancelled... some time ago there was testing of the Android 12 firmware for the Galaxy A02 on the Samsung server, but so far it hasn't been released
