Keyboard not popping up

Hi,

Several random times keyboard stop popping up.

And it doesn't pops up in any way trying browser, messages, settings etc until restarts phone. 

I tried factory resetting, still issue exist. 

Anybody face same issue or having any solution?

Note 10 Plus, software up to date.
