Need help to unlock phone to work on any network

I bought a Samsung galaxy note 10+ that was supposed to be unlocked well it was not I don't know the people's number just there name please I someone help me unlock my phone they said it was eligible to be unlocked but had to had emails and phones of of previous owners I have no way of getting them please some help me

Unless it's a stolen phone & locked by the owner, u should be able to just do a full phone reset.
