Who is Mod_2 Moderator??

Hello Everyone here, 

Just checking to ask if anyone knows who or what is Mod_2 Moderator?? It/he/she always answers when we bemoan the dreaded green/pink vertical lines.... but I never got any response from them except a very general message 'to check private message'. Where does the 'private message' go to??
