Change screen size to 16:9

Is there any way to make phone screen display size ratio to 16:9 temporarily or for certain apps which is suitable for TikTok?

Nope. But I got a work around solution. Use pop up view and then manually resize the window to almost 16:9 ratio.

Sadly, some app games can not be in pop-up view or multiview.
