Opening default apps for opening PDF via Samsung Notes

Guys, I have an issue, I've tried a lot to open PDF document through Samsung Notes as a default apps but it won't. There is no option to choose Samsung Notes anymore wether you want to choose JUST ONCE or ALWAYS. Do you have any idea abiut this matter?

It might be... because after I update the latest WhatsApp. Suddenly like this. But I'm not sure if it is related to any error in the device or not.
